The city of Porto Alegre, one of the richest in the country, developed at the mouth of Rio Guaíba, on the edge of Lagoa dos Patos. Already widely reputed for its experiments in participatory democracy, it has since gained international renown as the venue of the first World Social Forum in 2001. Unfortunately, despite the city's prosperity, efforts to wipe out the severe poverty that afflicts swathes of the population have proved unsuccessful. As a result, crime issues persist and are particularly problematic in the city centre.
