The City Hall, originally the city exchange, was designed by John Roberts in 1788. The first floor council chamber displays a complete 18C Waterford crystal dinner service. There is also a cut-glass chandelier of similar vintage and a painting of Waterford city in 1736 by a Flemish artist, William Van der Hagen. The building inorporates the Theatre Royal (1876). Its Victorian decor is rare in Ireland.
