The Serra da Estrela is the highest massif in the country (the highest point at Torre: 1,993m). Above its cultivated and wooded slopes the peaks are dry and riddled with large boulders... Tourism is now developing in this previously isolated region. Penhas da Saude has become a winter sports resort. Covilhã, Seia, Gouveia and Manteigas, small towns near the plain, are mountain excursion centres today.
