Focal point of downtown, Public Square's four landscaped quadrants contain some of the city's finest architecture. In the southwest corner sits the Tower City Center. A three-level shopping mall fills the former concourse below the 52-story Beaux-Arts Terminal Tower, while the 42-floor observation deck offers a bird's-eye view of the city.To the southeast is the 125ft-high granite shaft of the Soldiers and Sailors Memorial, erected in 1894 as a monument to Civil War veterans. Next door to the BP America Building with its seven-story atrium is the splendid stone-and-brick Cleveland Arcade, which reflects the exuberant optimism of the city's heyday.
