Designed by Harvey and Clarke in 1924, this attractive building originally consisted of two separate edifices joined by a courtyard. Architect John Volk connected the two in 1965 to provide more office space for a growing city. Beige stucco walls rise to a barrel-tile roof crowned by an enclosed bell tower. On the north side of Town Hall, Mizner Fountain splashes into three basins upheld by heroic rearing horses. Addison Mizner designed the fountain and surrounding Memorial Park, an oasis in the middle of busy County Road, which features cut coral-stone pavement and plantings that flank the narrow pool leading from the fountain.
